Keke and Okada: Delta Govt Moves Against Illegal Ticket Sellers, Confirms Unified Road Taxes Taskforce
The Delta State Government has announced major regulatory measures targeting illegal ticket sellers operating across the state while reaffirming the establishment of a single Unified Taskforce on Road Taxes to streamline transport enforcement.
In a Government Special Announcement signed by Harold Ojji, the Directorate of Transport raised alarm over the activities of unauthorized and faceless groups illegally issuing tickets, emblems and aprons to commercial motorcycle (Okada) and tricycle (Keke) operators. The government emphasized that these groups are not recognized and have no mandate to regulate the Motorcycle Operators Union of Nigeria (MOUN) or the Tricycle Owners Association of Nigeria (TOAN).
The Directorate stressed that only the Delta State Government, through the Directorate of Transport, is authorized to organize, supervise and regulate Okada and Keke operations. It warned that individuals or groups found selling unauthorized tickets will be arrested and prosecuted.
In a separate but related announcement, the government confirmed that the state maintains one Unified Taskforce on Road Taxes, with Ogeys Multi–Global Ventures approved as the sole consultant for its enforcement in line with the Board of Internal Revenue Service (BIRS) Code.
The Unified Consultant is mandated to coordinate taskforce operations, ensure transparency, reduce infractions, and sanitize road tax enforcement statewide. The consultant will also have access to a mobile court for prosecuting violators and will submit monthly operational reports to the Transportation Data Management Department.
The taskforce’s enforcement coverage includes illegal use of government number plates, unlicensed dispatch riders, haulage permits, smoke emission waivers, drivers’ and conductors’ badges, illegal parking, color code violations, motorcycles and tricycles on highways, heavy-duty vehicle permits, route violations, road maintenance compliance, overloading, and QR code identification permits.
The government urged all existing transport consultants to fully cooperate with the Unified Consultant to ensure smooth, transparent, and standardized enforcement across Delta State.
