Delta State Civil Service Commission Announces Refresher Course, Promotion Exam for GL 05–10 Officers


The Delta State Civil Service Commission has announced the schedule for the compulsory Refresher Course and Promotion Examination for civil servants on Salary Grade Levels (GL) 05 through 10 who are due for promotion.

According to a government special announcement signed by the Permanent Secretary/Director of Public Communication, Mrs. Stella Macaulay, the mandatory exercise will take place on Friday, October 2, and Saturday, October 3, 2026, at Dennis Osadebay University, Asaba.

The Commission emphasized that passing the promotion examination remains an indispensable prerequisite for the career advancement of all affected officers across state ministries, departments, and agencies (MDAs).

Detailed Timetable and Venue Schedule

All events for both the refresher course and the promotion examinations will be held at the TETFUND 1,000 Capacity Hall, Dennis Osadebay University, Asaba.

1. Compulsory Refresher Course (GL 05 – 10)

  • Eligible Officers: Salary Grade Levels 05, 06, 09, and 10

  • Date: Friday, October 2, 2026

  • Time: 9:00 a.m. – 4:00 p.m.

2. Promotion Examination Schedule

  • Officers on GL 09 and 10:

    • Date: Saturday, October 3, 2026

    • Time: 9:00 a.m. – 10:00 a.m.

  • Officers on GL 05 and 06:

    • Date: Saturday, October 3, 2026

    • Time: 1:00 p.m. – 2:00 p.m.

Accreditation and Mandatory Requirements

To gain access to the examination hall and participate in the accreditation process, eligible civil servants must present the following documents at the venue:

  1. Photocopy of Letter of First Appointment

  2. Photocopy of Letter of Last Promotion

  3. Original Staff Identity Card

The Commission cautioned that only officers whose particulars have been officially compiled and submitted by their respective MDAs will be accredited for the exercise.

Furthermore, civil servants from defaulting Ministries, Extra-Ministerial Departments, and Agencies that fail to submit promotion briefs, Personnel Management Committee (PMC) meeting minutes, and clearance from the Office of the Head of Service will be barred from participating in both the refresher course and the promotion examination.

Civil servants are advised to liaise with their respective departmental administrative heads to verify their clearance status prior to the exercise dates.
