Oborevwori Launches Smart Advertising Platform to Boost Delta Revenue
Delta State has taken a major step towards digitising outdoor advertising with the unveiling of the Centralised Smart Advertising Management Platform (CSAMP), a technology-driven system designed to improve compliance, eliminate revenue leakages and modernise the state’s advertising ecosystem.
Unveiling the platform in Asaba on Thursday, Delta State Governor, Rt. Hon. Sheriff Oborevwori, represented by the Secretary to the State Government, Dr. Kingsley Emu, said the initiative became necessary after years of revenue losses caused by the fragmented and largely manual outdoor advertising collection system.
He described the previous process, which relied heavily on touts at the local government level, as disorganised and inefficient, noting that it created confusion and deprived the state of significant revenue.
According to the governor, the new platform marks a complete overhaul of outdoor advertising administration and aligns with his administration’s commitment to deploying technology to improve governance and revenue generation.

Oborevwori directed the Delta State Signage and Advertising Agency (DESSAA) to intensify enforcement efforts to recover lost revenues while urging stakeholders to embrace the new digital system for the benefit of both the state and its 25 local government councils.
Earlier, DESSAA Chief Executive Officer, Hon. Sebastine Okoh, said the platform reflects Governor Oborevwori’s vision of a more efficient, transparent and result-oriented agency. He added that the digital solution will streamline operations, strengthen stakeholder engagement and eliminate cash transactions through secure online payment channels.
Providing an overview of the platform, technical consultant Mr. Charles Omordia said CSAMP offers seamless registration of advertising structures, online application processing and renewals, QR code verification, real-time monitoring, location tracking and an analytics dashboard to support data-driven decisions. He also disclosed that the platform features a digital marketplace where advertisers, asset owners and practitioners can transact remotely.
Chairman of the DESSAA Governing Board, Olorogun Jaro Egbo, described the initiative as a joint venture between the Delta State Government and the state’s 25 local government councils, calling on practitioners and stakeholders to support its successful implementation.
The introduction of CSAMP is expected to align Delta’s outdoor advertising industry with global best practices while creating a more transparent, technology-driven and sustainable revenue system for the state.
