Okowa Strengthening Institutions For Good Governance With Enabling Laws – Ofobruku 


The Special Adviser to the Governor on Legislative Matters, Hon Efe Ofobruku says the Okowa administration was determined to entrench good governance through the strengthening of its policies, programs and institutions with enabling laws.

Hon Ofobruku who stated this while speaking with Assembly Correspondents after Wednesday’s plenary said the Okowa administration was scaling up governance in all sectors for the good of Deltans.

The Special Adviser noted that the Delta State Job and Wealth Creation Bureau Bill currently before the state legislature was part of concerted efforts of Governor Ifeanyi Okowa to strengthen the job and wealth creation bid of his administration to empower more youths through skills and empowerment.

Hon Ofobruku who was a two time lawmaker at the State House of Assembly said that the job creation efforts of the governor had earned the state national and international recognition and the impact was felt across the state, adding that the intended law would enable the scheme to continue even after the present administration.

While stressing that the Delta Judiciary Fund Management Financial Autonomy Bill would also strengthen the independence of the judiciary which is the last hope of the common man, Hon Ofobruku lauded the synergy between the executive and legislature in the state.

On the screening of nominees for appointment into various positions by the State House of Assembly, the former lawmaker said the governor was injecting new hands and younger persons to drive his stronger Delta agenda to a fruitful end.

He said Deltans would soon begin to see a different perspective to development as the governor had began building a stronger Delta.

On the Edo State House of Assembly political impasse, Hon Efe Oforbruku said there was no political face-off, noting that the resolution of the House of Representatives on the issue was null and void as section 11 sub section 2 of the Constitution of the Federal Republic of Nigeria 1999 as amended empowers the National Assembly to make laws for state Assemblies if they are unable to make laws.

He noted that as it stands the Edo State House of Assembly has not not fallen short of it powers to make laws since the House has been inaugurated and plenary was holding without any hitch moreso when they have even screened commissioner nominees.

Honourable Ofobruku said the House of Representatives was playing to the gallery to please the National Chairman of the All Progressives Congress APC, Comrade Adams Oshiomhole who is instrumental to the emergence of the leadership of the House.
