DESSAA Begins 30-Day Regularisation of Billboards, Outdoor Advertising Structures in Delta
The Delta State Government has commenced a 30-day regularisation exercise for all existing outdoor advertising structures across the state, warning that unapproved or non-compliant billboards and signage will be sealed and removed after the deadline.
The exercise, which is being carried out through the Delta State Signage and Advertisement Agency (DESSAA), officially began on Wednesday, July 15, 2026, and is targeted at advertising practitioners, corporate organisations, business owners, and individuals with outdoor advertising structures operating across Delta State.
According to a Government Special Announcement signed by the Director of Public Communication and Functioning Permanent Secretary, Mrs. Stella Macaulay, owners of advertising structures operating with Local Government approvals or any other form of authorisation are required to visit the DESSAA headquarters at Block 11B, Old Secretariat Complex, Summit Road, Asaba, within the 30-day window to regularise their structures.
To complete the process, applicants are expected to submit an application letter addressed to the Managing Director/Chief Executive Officer of DESSAA, recent photographs of their advertising structures, a COREN Structural Integrity Certificate, a Corporate Affairs Commission (CAC) Certificate of Incorporation, evidence of payments made to the relevant Local Government Authority or DESSAA within the last three years, and a valid Advertising Regulatory Council of Nigeria (ARCON) Membership Certificate.
The government stressed that any outdoor advertising structure not regularised before the expiration of the exercise would be sealed and removed in accordance with the laws regulating outdoor advertising in Delta State.
The announcement urged advertising practitioners, business owners, corporate organisations, and all stakeholders to take advantage of the opportunity to comply with the state’s regulatory framework and avoid sanctions.
The Delta State Government noted that the exercise forms part of ongoing efforts to promote environmental aesthetics, enhance public safety, and strengthen the regulation of the outdoor advertising sector in line with Governor Sheriff Oborevwori’s MORE Agenda.
