Oborevwori Tasks DESAA, Delta Local Content Agency on Economic Growth, Reforms
Delta State Governor, Rt. Hon. Sheriff Oborevwori, has charged the leadership of the Delta State Structures for Signage and Advertisement Agency (DESAA) and the Delta State Local Content Agency to spearhead economic growth and institutional reforms in line with his administration’s MORE Agenda.
The Governor gave the directive on Thursday at Government House, Asaba, during the swearing-in of Mr. Sebastian Okoh as Managing Director of DESAA and Chief Stanley Kakor as Director-General of the Delta State Local Content Agency.
Describing the ceremony as a significant step toward building a strong, diversified and resilient economy, Oborevwori expressed confidence in the appointees’ ability to justify the trust reposed in them.
He noted that DESAA, established under the Delta State Structures for Signage and Advertisement Agency Law, 2015, plays a critical regulatory role in controlling and monitoring outdoor advertising structures across the state.
Given Delta’s strategic position in the southern economic corridor, the Governor stressed that effective regulation of signage and advertisements remains vital in curbing visual pollution and ensuring compliance with global best practices.
On the Delta State Local Content Agency, established in 2020, Oborevwori said the agency was created to promote economic empowerment, particularly in oil-producing communities.
He explained that the agency domesticates key provisions of the Nigerian Oil and Gas Industry Content Development and Monitoring Act, including enforcing 70 percent local content utilization in extractive industries and ensuring companies patronize local contractors.
The agency, he added, is also mandated to monitor compliance with Memoranda of Understanding (MOUs), Global Memoranda of Understanding (GMOUs), and other agreements between companies, host communities and the state government.
The Governor emphasized fairness, transparency and accountability, urging the new heads to align their operations strictly with the MORE Agenda and existing legal frameworks.
Responding on behalf of the appointees, Mr. Okoh thanked the Governor for the opportunity to serve and pledged loyalty and commitment to discharging their duties without fear or favour.
The ceremony was attended by senior government officials, political appointees and other dignitaries.
