Contract Scam: Group Calls on Governor Okowa to Investigate Activities of SEEFOR


…wants Governor to Flush Out Bad Eggs, Vows to Expose Dirty Deals  in SEEFOR.

A group, “Kill Corruption Now” has called on the Delta State Governor, Senator Dr Ifeanyi Okowa to investigate the activities of the State Employment and Expenditure for Results (SEEFOR), alleging lack of transparency in the award of contracts by SEEFOR.

In a statement on Friday, September 20, 2019 by its President, Mr Fox Tams and made available to newsmen, the group implored the Governor and the Commissioner for Economic Planning to beam search light on the activities of SEEFOR in the state, saying that it was not representing the interest of Deltans.

The group wrote thus; “We have been monitoring the activities of SEEFOR in Delta State and wish to state clearly that the activities of the organisation is nothing to write home about. There is no transparency in the  award of contracts by SEEFOR in Delta State and this is very bad and affecting service delivery in the state”

The group alleged that; “Our investigation revealed that some Contractors in June this year, bidded for the One Hundred Meters Interlocking of Joseph Timiyan Close and the Sweeping of the Airport Road (From Effurun/ Sapele road to the Ogunu Bridge) in Uvwie Local Government Area of the state, but the Evaluation Team  of SEEFOR manipulated the job in favour of a particular contractor (name withheld) who was the  highest bidder and has never done any job in the state”.

“We further gathered that those in SEEFOR had said that they will only give out the two jobs to the lowest responsive bidder, but they ended up in giving out the jobs to the highest bidder. These jobs that were not supposed to cost more than Ten Million Naira (N10 Million) were awarded at a whooping sum of N18.3 Million as against those who bidded for as low as N12 million and N13 Million and we want the Governor and the Commissioner for Economic Planning to do the needful by investigating the award of these two contracts in Uvwie Local Government Area and the contracts should be cancelled and given to the lowest bidder  for fair play and justice” , the group stated.

The group also said that; “This unholy act has been going on for years in SEEFOR where they award contracts at outrageous amount to themselves and we are saying enough is enough and calling on Governor Okowa and his Commissioner for Economic Planning to carry out proper investigation on the procurement and engineering departments of SEEFOR as they are responsible for the manipulation of the bidding process to suit themselves and cronies. We want the Governor to rid SEEFOR of all bad eggs as they are giving the state a bad image. We have all the  dirty contracts awarded by SEEFOR in similar way at our disposal and we will not hesitate to put them in the  public domain”.
